The people who died in the fire were not salt-of-the-earth. They were mostly men training to be prison guards. I assume that means they were underqualified to be either police officers or career military officers. In my limited experience with this population, I've been shocked by their brutality, susceptibility to propaganda, boorishness and general inhumanity.
